His company co-sponsored a recent study (summary in SFGate) on offshoring’s effect on the Bay Area.

Exactly - this goes for regions, companies, departments, teams, and individuals. If a regions, company, department, team, or person doesn’t know what their good at, any change in the landscape is a threat.

If they do, they automatically have a framework for dealing with threats and opportunities.

Nope, in my experience with remote teams, there needs to be at least one representative managing the offshore team. Maybe they’re not a developer - but it’s a job.
